Senior Technical Program Manager

Job ID 2026-1285

Technology El Segundo, California

Description

Senior Technical Program Manager – Data Engineering
We are looking for a Senior Technical Program Manager to join our Technology Organization, aligned with our Data Engineering function serving the Legal vertical. We drive cross-functional alignment, create process efficiencies, and deliver large-scale strategic initiatives in a rapidly growing Legal Technology space.

This role is horizontally aligned across the Legal vertical, partnering with data engineering teams responsible for Enterprise Data Warehouse (EDW) infrastructure, centralized data platform development, and data services supporting multiple product lines and business units. The program portfolio includes high-complexity, multi-team data migration programs, ETL/ELT pipeline development, BI reporting migrations (e.g., Tableau), and data architecture modernization across legacy and modern data platforms.

The ideal candidate will join a team of technical project and program managers who focus on driving business-critical initiatives across the product development organization. You will be a strong self-starter who can drill into technical trade-offs to identify clear direction across your portfolio. You know how to move forward in the face of ambiguity and imperfect information, and show good judgment making trade-offs between immediate and long-term business needs.

Primary Job Responsibilities:
  • Support strategic cross-functional planning, leading discovery and prioritization by closely collaborating with product and engineering leads to develop program plans
  • Partner with product and engineering to develop project milestones, track progress, handle cross-team dependencies, resource planning, mitigate risks, and run effective communications
  • Manage programs where shared data infrastructure serves as a dependency for multiple concurrently executing product teams – maintaining alignment across competing consumer priorities while the underlying platform is actively evolving
  • Define and track measurable success criteria for data platform programs, including pipeline SLA targets, consumer team readiness gates, data quality acceptance benchmarks, and migration sign-off standards
  • Proactively identify and remove impediments to drive momentum and progress; lead issue resolution and provide support to teams balancing competing priorities
  • Work closely with stakeholders and product managers to ensure requirements are translated into technical execution plans that drive software development from design through deployment and adoption
  • Collaborate to define the technical architecture of solutions and support technical implementation and integration efforts
  • Communicate program risks, progress, launches, and retrospectives consistently and transparently across all stakeholder levels
Data Engineering Program Management:
  • Lead end-to-end planning and execution of large-scale data platform migration programs – including phased migrations across data lake, data warehouse, and reporting layers from legacy big data clusters (e.g., Hadoop/Cloudera) to modern on-premises or cloud-based data platforms
  • Coordinate migration workstreams across multiple consuming teams (product engineering, analytics, BI/Tableau), managing dependencies, sequencing, and cutover readiness for each migration phase
  • Partner with data engineers and data architects to define migration roadmaps, validate scope, and ensure completeness of API, query, and table dependency mapping prior to cluster transitions
  • Drive data quality and validation strategies for production migrations, including pre/post-migration validation frameworks, rollback plans, and sign-off criteria
  • Manage complex, multi-phase data infrastructure upgrade programs including platform version upgrades, cluster expansions, and compute environment migrations
  • Facilitate alignment between data engineering teams and downstream consumers (application development teams, analytics, reporting, and marketing operations) to ensure continuity of data pipelines through migrations and upgrades
  • Track and communicate data platform health, migration progress, SLA adherence, and risk posture to engineering leadership and cross-functional stakeholders
  • Support data governance and data lineage documentation efforts to improve discoverability, quality, and reliability of data assets across the organization
Skills and Qualifications:
  • 6+ years of TPM experience in a scaled technology organization, with a track record of managing concurrent programs spanning multiple engineering teams, product lines, and organizational boundaries simultaneously
  • Background in product-driven SaaS or subscription businesses where data infrastructure directly supports revenue-generating product lines
  • Demonstrated ability to manage programs with significant discovered scope – where initial estimates expand as dependency mapping uncovers technical complexity across multiple consuming teams
  • Strong stakeholder management skills in shared-infrastructure contexts, where multiple product teams have competing timelines and priorities against the same platform dependencies
  • Comfortable building and adapting program management workflows using low-code/no-code platforms (e.g., Airtable) – including project tracking, reporting templates, and cross-team dashboards
  • BS/BA degree required, preferably in computer science or technical disciplines
Data Engineering Requirements:
  • 3+ years of experience managing data engineering programs, including ETL/ELT pipelines, data warehouse initiatives, or large-scale data infrastructure projects
  • Demonstrated experience planning and executing complex, multi-phase data migration programs – including scope definition, dependency mapping, phased cutover, validation, and post-migration stabilization
  • Working knowledge of data platform architectures, including data lake layers, enterprise data warehouses (EDW), staging environments, and BI/reporting layers
  • Familiarity with big data and analytics infrastructure such as Hadoop/Cloudera, Impala, Spark, Postgres, or equivalent modern data platforms
  • Experience managing cross-team dependencies between data engineering and product or application development teams, including coordinating against shared data APIs, shared tables, and downstream consumers
  • Ability to engage technically with data engineers and architects on topics such as schema design, data lineage, table partitioning, and query migration without needing to write code
  • Understanding of BI tooling (e.g., Tableau, Power BI, Looker) and how reporting layers depend on underlying data pipeline health
  • Experience managing programs involving data platform version upgrades, cluster transitions, or infrastructure modernization at scale
Preferred Qualifications:
  • Scrum Master, Scaled Agilist or PMP Certification
  • Experience owning program strategy, end-to-end delivery, and communicating results to senior leadership
  • Track record of maintaining program alignment and momentum on long-horizon initiatives (12+ months) where organizational priorities, resource availability, and technical scope regularly shift
  • Experience managing programs where a single infrastructure dependency creates cascading timeline impact across multiple downstream product or consumer teams
Data Engineering Preferred:
  • Experience with modern data stack tooling such as dbt, Apache Airflow, Apache Spark, Kafka, or equivalent orchestration and transformation frameworks
  • Familiarity with cloud-based data platforms (AWS, GCP, or Azure data services)
  • Experience working with legal technology, media/publishing, or other multi-product vertical organizations where data is shared across multiple product lines
  • Experience managing data governance, data quality frameworks, or data compliance programs (e.g., GDPR, CCPA, or industry-specific data privacy requirements)
  • Exposure to machine learning or predictive modeling programs from a program management perspective (e.g., managing delivery of ML pipelines, model scoring infrastructure, or AI-powered analytics products)
  • Experience managing programs that involve both real-time and batch data pipeline architectures
